This article aims to explain the principal functions of the institution of Wilāyat al-Faqīh (Guardianship of the Islamic Jurist) from the perspective of Ayatollah Khamenei. Although Wilāyat al-Faqīh constitutes one of the fundamental pillars of the Islamic Republic of Iran, scholarly discussions have largely focused on its sources of legitimacy or the scope of its authority, while comparatively little attention has been devoted to its concrete and practical functions in governing society. The central question of this study is: according to Ayatollah Khamenei's perspective, what are the fundamental functions of this institution within the Islamic political system? The study hypothesizes that Wilāyat al-Faqīh performs at least four essential functions: (1) resolving legal and executive deadlocks; (2) enlightening and guiding public opinion during periods of sedition and crisis; (3) fostering unity among diverse social groups, preferences, and orientations through a spirit of affection and solidarity; and (4) providing value-based leadership that directs society toward perfection, prosperity, and the lofty ideals of the Islamic Revolution. These functions acquire coherence within his ontological understanding of Wilāyat as the spirit of society.
This study adopts a descriptive-analytical approach based on a direct examination of Ayatollah Khamenei's books, speeches, and writings. The corpus of analysis consists of his statements on Wilāyat al-Faqīh throughout the years of his leadership.
The findings indicate that, from Ayatollah Khamenei's perspective, these four principal functions constitute an interconnected and hierarchical system of meaning. Within this framework, primary emphasis is placed on the institutional function of Wilāyat al-Faqīh. By institutional function is meant those enduring roles, recurring procedures, and objective responsibilities whose continuity does not depend upon the personal life, moral disposition, individual preferences, or psychological characteristics of the Walī al-Faqīh himself. The continuity, public legitimacy, and effectiveness of this institution derive not from the charismatic or exceptional qualities of any particular leader, but rather from the institutionalization of these enduring functions. Such an approach strengthens the political system against rigidity or collapse resulting from changes in leadership and guarantees the continuity of governance through an institutional rather than a personal framework. This emphasis does not deny the significance of the leader's character and prudence in critical decision-making; nevertheless, priority is given to the stability and resilience of the institution itself.
The function of resolving legal and executive deadlocks pertains to situations in which the three branches of government or the ordinary structures of governance become incapable of overcoming crises because of legal limitations, institutional conflicts, or regulatory deficiencies. In such circumstances, the institution of Wilāyat al-Faqīh, drawing upon its inherent flexibility and without becoming involved in routine executive affairs, can remove obstacles and facilitate the continued functioning of the political system. This function does not imply disregarding the law; rather, it entails avoiding legal rigidity in order to preserve the integrity of the Islamic system and the Revolution.
The function of enlightening and guiding public opinion during periods of sedition and crisis refers to the institution's capacity to clarify the distinction between truth and falsehood when competing political and social movements create confusion through conflicting claims and slogans. In such circumstances, the Walī al-Faqīh, through timely and insightful guidance, provides the proper analytical framework and prevents the misdirection of public opinion. This function is rooted in the leadership's responsibility to safeguard the ideals of the Islamic Revolution and to prevent their distortion.
The function of fostering unity among diverse social groups, preferences, and orientations is achieved through compassion, dialogue, and moderation rather than coercion. By wisely avoiding involvement in divisive details and emphasizing shared and commonly accepted principles, the institution of Wilāyat al-Faqīh transforms social diversity into a source of vitality and prevents legitimate pluralism from degenerating into destructive conflict. Such unity does not negate legitimate diversity but instead promotes its peaceful coexistence within the framework of social cohesion.
The function of value-based leadership toward perfection, prosperity, and the lofty ideals of the Islamic Revolution reflects the teleological orientation of the Islamic political system. From Ayatollah Khamenei's perspective, the institution of Wilāyat al-Faqīh is responsible for preserving society's collective movement toward proximity to God and the realization of the Revolution's highest ideals.
Accordingly, from Ayatollah Khamenei's perspective, Wilāyat al-Faqīh is not merely a legal doctrine or a supervisory and passive institution; rather, it constitutes the spirit and vital force breathed into the body of Islamic society. Through the four functions identified above, and by emphasizing its institutional and transpersonal nature, a society founded upon Wilāyat is capable of overcoming deadlocks, finding its path through periods of crisis, transforming division into unity, and ultimately advancing toward perfection and prosperity. This study demonstrates that the effectiveness of this institution depends upon the continuity of its institutionalized functions, the avoidance of the personalization of political authority, and the preservation of flexibility within the framework of immutable principles.
