Political conduct and diplomacy have always occupied a significant position in societies from the past to the present. Given the expanding international relations of the Islamic world within the framework of diplomatic relations among states, the necessity of diplomacy from an Islamic perspective has become increasingly evident. This reality further underscores the importance of examining this subject. Islam encompasses teachings that not only address an individual's religious beliefs and convictions but also provide guidance and practical solutions for all aspects of personal and social life. As the model for all Muslims in every sphere of life, the Prophet Muhammad (PBUH) emphasized the role of diplomacy in external relations more prominently than other political concepts through his political conduct and practice.
If diplomacy is regarded as a means of achieving political objectives, then the diplomacy of the Prophet (PBUH) during the early Islamic period may be considered the ideal model for an Islamic political system in this regard. His political conduct was founded upon human values, ethical principles, and a realistic worldview. Moreover, this approach may be viewed as deriving from divine guidance. In contemporary discourse, diplomacy is often associated with deception, hypocrisy, secrecy, manipulation, breach of agreements, opportunism, and other negative values. However, an examination of diplomacy and political behavior in Islam, particularly during the era of the Prophet (PBUH), reveals a distinctly different model of political interaction. Unlike many forms of Western diplomacy, Islamic diplomacy is characterized by honesty, transparency, simplicity, the absence of ostentatious displays of power, decisiveness, courage, and steadfastness. Understanding and examining such an approach is of great significance in the contemporary world.
From the Islamic perspective, the orientation of the foreign policy of an Islamic state is influenced by the nature of international relations. This orientation, in turn, determines the character of its diplomacy. Thus, the true nature of Islamic diplomacy can be understood through both the Islamic conception of international relations and the principles governing foreign policy. Consequently, comprehending the essence of diplomacy requires an examination of prevailing theories of international relations and a comparison of these theories with the Islamic perspective on diplomacy and political conduct.
Any study of the foreign policy of an Islamic state must first clarify the nature of international relations and the international system. Understanding how different schools of thought and theories interpret these concepts facilitates the analysis of broader political issues, including the role of diplomacy and political behavior. It also enables the examination of the methods, approaches, and political responses that Islam has prescribed as guiding principles for relations among nations and states. These principles are reflected in the political relations of the Prophet Muhammad (PBUH) with various peoples and rulers of his time. Accordingly, this article seeks to answer the following central question: What were the characteristics of Prophetic diplomacy, and how did the Prophet Muhammad (PBUH) interact with the governments and rulers of his era? In addressing this question, the study explains the nature of Prophetic diplomacy, the principles and foundations of the Prophet’s foreign policy, and the tools and methods he employed in pursuing an active diplomatic strategy. As the final Messenger of God, the Prophet Muhammad (PBUH) adopted innovative and distinctive approaches in his political and foreign relations with contemporary rulers and governments. Through this diplomatic strategy, he undertook significant measures to promote and strengthen Islam. His active diplomacy stands as one of the remarkable examples in the history of international relations. The Prophet’s political conduct regarding diplomacy—including the sending and receiving of envoys and the observance of diplomatic rights—can serve as an inspiring model for human societies, particularly Islamic countries.
This study employs a descriptive-analytical method and relies on library-based research. The researcher seeks to explain and analyze the political conduct of the Prophet (PBUH) in his interactions with rulers and governors of his time so that contemporary Islamic societies may draw upon this model to develop a sound diplomacy consistent with Islamic principles.
The findings of this study may be summarized as follows:
Gaining a deeper understanding of the political methods and diplomatic practices of the Prophet Muhammad (PBUH) in his interactions with non-Muslims and rulers.
Identifying the principles and standards of Islamic diplomacy as reflected in the sayings and actions of the Prophet (PBUH), whose conduct serves both as a practical model of Islamic diplomacy and as a criterion for determining Islamic diplomatic norms.
Deriving guidelines for correcting certain practices employed in the foreign policies of Islamic countries that may have been adopted from prevailing international customs, thereby contributing to the Islamization of foreign policy practices and the reform of contemporary diplomatic standards within the Muslim world.
