The Prophet’s conduct (Sīrah) can be analyzed and interpreted from various perspectives, and with the emergence of new issues, additional aspects of it become apparent. Governance is one of the most important contemporary topics, which is also significantly reflected in the Prophetic conduct, with numerous examples and implications. This study aims, through a descriptive-analytical approach, to answer the question of the role of people-centered governance in the life of the Prophet and how it can be illustrated through the pledges (Bay‘ah) of that period, particularly in the Meccan era. The hypothesis of this research is that people-centered governance can be well understood through the Prophet’s pledges, especially during the Meccan period. Tribal pledges, the first pledge at Aqabah—which included women after the conquest of Mecca and was aligned in content with it—and the second pledge at Aqabah, along with their content, clearly demonstrate the principles of people-centered governance in the Prophetic conduct.
