This article explains and analyzes the concept of the “New Islamic Civilization” within the intellectual framework of the Supreme Leader of Iran, Ayatollah Khamenei, with emphasis on its Qur’anic foundations. The present study seeks to demonstrate that his civilizational theory constitutes a coherent and comprehensive intellectual system in which all components—from theoretical foundations to governing principles and practical strategies—are directly derived from religious texts. The article is structured into three chapters: Chapter One (Foundations) draws upon verses such as the Verse of Khilafah and Tawhid to explain the ontological, historical-philosophical, sociological, and anthropological bases of this worldview. Chapter Two (Principles), focusing on verses such as the Verse of Istikhlaf, alternation of days, conditional divine support, and the strengthening of believers, elaborates the governing laws of this movement, including hope for the future, historic opportunity, the lawfulness of victory, and the centrality of the ummah. Chapter Three (Strategies), inspired by verses on steadfastness, explanatory jihad (jihad al-tabyin), unity, and cooperation, outlines the practical roadmap of this journey beginning with enlightening the intellectual elite, continuing with awakening and unifying the ummah, reinforced through disavowal of polytheists and resistance, and ultimately culminating in reforming lifestyle, which serves as the software of civilization. This study employs a documentary research method. The findings show that the “New Islamic Civilization,” in the Leader’s view, is a strategic and contemporary interpretation of the Qur’an aimed at realizing the fullness of religion in all dimensions of individual and social life.
